Manages Fiscal Services Division, a major division within the Business Services Bureau of the Fire and Rescue Department (FRD). Serves as Chief Financial Officer and member of senior staff and acts as an advisor to the Fire Chief, Assistant Chief of Business Services and agency senior leadership on long-range financial planning, strategic planning, workforce planning, organizational development, business strategy, and organizational performance assessment. Provides leadership and direction across two major program areas for FRD's comprehensive financial responsibilities and business services development. Manages, trains and mentors professionals engaged in diverse administrative and management support activities including: oversight management and contract negotiation of multi-million dollar EMS Transport Billing Program contract and serves as agency expert on federal reimbursement under Affordable Health Care Act; supervises agency fiscal manager who is responsible for development and preparation of a large, complex agency general fund budget and grants administration. Acts for Fire Chief as authority to approve grant proposal development, grant seeking and grant financial management. Serves as agency authority for cost reimbursement program to recover costs incurred from providing emergency services, aid to other localities and emergency deployment of first responders. Acts on behalf of the Fire Chief to develop and enforce specialized agency training and travel requirements. Provides agency oversight of payroll reconciliation across multiple funding streams. Represents department on cross agency committees for developing innovative strategies to reduce costs, eliminate redundant capabilities, and review internal services processes. Represents department, as needed, at Board of Supervisors meetings and committee meetings. Collaborates to develop public/private partnerships for heavy apparatus acquisition and station retrofits. Teams with other bureaus and agencies to plan implementation of new initiatives and redesign projects. Interfaces effectively with agency staff, central county agencies, other public safety agencies, and external regional, state and federal partners to accomplish agency goals and objectives.u00a0u00a0u00a0u00a0
