This position has two primary areas of responsibility, including administering all countywide award programs as well as managing the Department of Human Resources Central (HRC) information service center. Ensures the delivery of first level subject-matter expertise to agency managers, payroll contacts, employees, retirees and the public on all types of HR information.  Exercises great latitude in providing support for the planning, development and execution and management of the full range of HR Central services and supervises the front-line customer service staff for the Department of Human Resources Central Information desk. Administers all aspects of all countywide awards programs. Participates in Employee Relations (ER) Division assignments as directed by the ER division director.
Responsible for and supervises the operations of the county's HR Central information service center, a customer service unit serving a wide variety of internal and external customers providing a wide variety of first-level HR information. Trains, supervises and assists HR Central's customer service staff. Investigates and resolves service complaints and responds to complex inquiries. Develops and uses a variety of tools to forecast and monitor trends and identifies potential problem areas or areas where customer service improvement may be enhanced.  Maintains current policy, procedure and practice knowledge across all HRC responsibility areas, including benefits open enrollment information. 
Administers all aspects of all high-visibility countywide awards programs (Outstanding Performance, Team Awards, Managerial Excellence, Length of Service and Onthank Awards).  Ensures communication, documentation and events are run efficiently, effectively, seamlessly and with necessary ceremony and prestige.  Manages all documentation and coordinates with county senior leaders, program partners and stakeholders to ensure successful events.  Leverages administrative staff to ensure appropriate outcomes.
