Officers from the Montgomery County Department of Police-3rd District have arrested and charged Kevin Salisbury, age 33, and Courtney Rucker, age 28, both of Fairfax, Virginia, with crimes to include vehicle theft, firearm-related offenses, and possession of controlled dangerous substances (methamphetamine and heroin).
On August 6, 3rd District officers were monitoring the downtown Silver Spring area when one officer observed a male and female rummaging through a vehicle parked at the 7-Eleven located at 7980 Georgia Avenue. The officer checked the status of the vehicle’s registration and determined that the car had been reported as stolen from Franklin County, Virginia. Additional officers responded to the location and the male and female were placed under arrest. The male presented officers with a fraudulent driver’s license which listed a fake name. Officers determined that the male’s true identity was Salisbury and that there were six felony warrants for his arrest. The female was identified as Rucker.
Officers conducted a search of the vehicle and located three firearms: a loaded revolver, a rifle, and a shotgun, and ammunition. Methamphetamine, heroin, and drug paraphernalia were also located in the car.
It was determined that both Salisbury and Rucker are prohibited from possessing firearms and/or ammunition due to prior criminal convictions. The firearms and some property located in the vehicle are believed to be stolen and that part of the investigation is ongoing.
Salisbury and Rucker were transported to the Central Processing Unit and are being held without bond.
